I think it's always a good idea to call the location you want to go to and double check…I just called the Applebee's closest to me, and they said they hadn't heard of that deal…they only have kids eat for .99 on Wednesdays. The most recent place we've found that actually does 2 kids free per adult which is rare, is Pasquini's if you're Denver local.
